Yebbut that only jbexes where the car's visible - as soon as the driver
has passed the bright yellow camera they speed up.
If the cameras are not obvious but drivers know cameras might be about,
they'll drive more slowly [1] along the whole section.
[1] But not necessarily more carefully or better.
