Oh dear. If CCTV on its own doesn't work, I'm guessing they will have to
try something else, like adding microphones to them, adding speaker
systems to them that can give instructions and allowing police access to
all systems, perhaps even start looking at facial recognition software
being added to them..

Oh... they already are.
