The classical Intelligence equation. The military generally use the metric
that for every hour of visual (still or video) intel collected you need 8
hours of image analysis work to turn the data into information. I suspect
what has happened here is that someone has not taken informed advice, and so
has only budgetted for the hardware and the data collection; they haven't
provisioned resources for the analysis work.
