I think he was only talking of things that the authorities can
discover *post-fact*.

Obviously no amount of encryption will guard against real-time
surveillance.

The easiest tempest equipment to deploy consists of a pair of Mk I
eyeballs looking through your window, though as these can only be
hired by the authorities at a fairly expensive hourly rate, they are
only used on important cases. When used in conjunction with image
magnification hardware, eyeballs are effective in detecting and
interpreting EM radiation leaking from your monitor as well as being
able to monitor keystrokes with varying degrees of success, though EM
radiation at such high frequencies is both highly directional and
easily screened.
