Apparently if she needs the care because of a medical condition, then
the NHS have to pay. But they always try everything they can to avoid
doing so. Search uk.legal or google. Eg:

You are also punished for high house prices - perhaps she is thinking
she can help her grandchildren afford to get on the "property ladder"
which is hard today with such ridiculously high house prices. If so
she may take comfort from the fact that prices are now falling, which
means her grandchildren may be able to afford to buy in a few years
even without her help, and that the council will get less of her
money.
