IME very often yes. They become jealous of their neighbours who are
better off than they are and spend a lot of time observing their
habits and finding fault. If they can find something to actually get
their neighbours into trouble over, so much the better.

No, the best time for net-curtain twitching is when things are
happening. Going-to-work time, lunch time, coming-home time and
evenings over the weekend. Of course, it also depends what's on the
telly.
I once had a nosey neighbour. I used to find strange and unusual ways
to behave while she was watching.
