Not in the UK. Although emergency call roaming is part of the GSM
technical specification (and therefore _all_ phones must allow it)
emergency call roaming is not implemented on UK mobile networks for UK
subscribers. Calls from UK phones will never connect to any network
other than the one the SIM is registered with. The only way to make
emergency calls on any available network in the UK is to have an
active overseas sourced SIM (eg a Spanish PAYG SIM) in the phone.
Phones without a SIM or with an inactive SIM will not connect even
though they will appear to be trying (On some networks, PAYG phones
with an active SIM but no credit left will connect to their own
network).
