In a village near me there is an office building with a large car park
behind it. Running alongside the building is a paved, two-laned
access way to the car park. People not associated with the offices
are always parking on the access way. The suspicion is that the
office building does not own the access - only uses it. One night
double yellow lines suddenly appeared running down each side of the
access. And these signs appeared

My reaction is . . . yeah, who do you think you're fooling? They have
said everything possible to deter someone from parking on that road
without actually saying "This is private property/our road and we
don't want you parking on it." This tends to confirm that the
building doesn't have any control over or legal claim to the access
way and they are using scare tactics to keep people off.

Leaving the question of ownership aside, would there be any way of
enforcing any penalty that was levied per the terms of this sign?
