Of course there is. An endorseable FPN puts points on the licence. The
points are on the database that is accessible to the police. That's why a PC
who stops you and discovers that you already have, say, 9 points, will not
issue an FPN, but proceed by way of summons. There's a difference between
the PNC and the CRB records, as the police can access more than just bare
convictions. They can see aliases, warnings about weapons or propensity to
escape and all sorts of stuff.
