Nope, you are entirely wrong. records of points awarded are not included on
PNC, even when the points are put on a licence as a result of a conviction
for a more serious offence such as careless/dangerous the record will
simply say "Licence endorsed" without normally recording the number of
points.

If you want a record of someones points you have to obtain a DVLA printout
(*), these are not available on-line. The only time when a police officer
has any idea of the number of pints a person may have on his licence is
when it's produced to him. As regards PNC you can be assured that I know
exactly what is and what is not recorded on it.

(*) Ask a magistrate who does process court
