When they commit a crime, do them for it. When they are not committing a
crime, leave them alone.
The message they need to get is that abiding by the law makes a
difference in the way the authorities treat them. This will maximise the
chances of them reforming, and minimise the number of victims of crime.
The message you would send them is that regardless of whether they
behave or not, they will get hassle. Ever heard the phrase "might as
well be hung for a sheep as a lamb"?
