Not in the UK as such although it is throughout the US and in (at least)
some parts of Europe. If you were driving though(*) in a way to impede the
emergency vehicle trying to get past it's arguable that you may be
committing an offence of driving without reasonable consideration for other
road used (Careless driving) or one of the offences of obstruction.

(*) As opposed to actually not being able to get out of the way because of
(say) road conditions, other traffic etc
