One report says:

He was seen to throw the apple core across the road - it nearly hit a
pedestrian.
The CSO asked him for his name address - he refused.
The CSO called up a single police officer.
The old git became aggressive - still refused to give his details to
the officer - he then called for support.

The charge of littering has not been dropped. CPS must be reasonably
sure of situation - I wonder how many witnesses they have?
