No. I mean that the message young people get, even before they have done
anything criminal, is that society hates them and there is no place for
them in it. And then once they have encountered the criminal justice
system, that message is expanded to say that there is no way back into
normal society ever, no matter what they do.
This latest policy is just the express confirmation of all the above.
