How would you categorise a crowd of scruffily dressed youths, maybe in
hoodies, that hang around outside your house most days? And when you
go outside they shout at you, "Gis a glass of wa'er, mate!" And you
ignore them, so they know now they have you penned in and next you
have them ringing your bell to ask to use your toilet. Nothing
criminal, of course. How long are you prepared to put up with being
hassled before they key your car (which you can't prove was them) or
worse?
