A friend of mine is thinking of setting up a covert surveillence
company and hiring his services and equipment to local authorities,
universities, parks etc. The idea is that he will buy video cameras
and disguise them as clumps of heather etc. The cameras will be
switched on by sensing movement and will (hopefully) catch people fly
tipping, shooting grouse, illegal fishing, stealing etc.

I understand the relevant legislation is the Regulation of
Investigatory Powers Act (RIPA) and he wonders what hoops he will have
to jump through to set up his business.
