If you were to park a car that overhung my land by 2" I probably wouldn't
care. but even if I did my first move would be simply to ask you to back it
up a bit. I certainly wouldn't jump straight into enforcement, and the
courts wouldn't support me if I tried unless I could show that I had made a
reasonable attempt to resolve the matter outside a court.
In this instance it is clear that the chap had no intention of drioving the
vehicle on a public road (the PURPOSE of the legislation). It clearly
presented no danger to the public because they wouldn't have objected to it
had it been taxed. So they were just revenue-raising, dictatorial nazis who
should be turned into cattle-feed at the earliest opportunity - and this
leniency would only be considered for a first offence. After that it would
become serious.
