It would be (at most) if it were in the UK. Just as the AOC would be 16
(or 17 in NI) if the person were in the UK.

The road couldn't be unlimited in the UK. Using the precedent of the
proposals in question, there would be nothing to prevent HMG imposing a
speed limit on UK citizens (or all UK driving licence holders) using
German Autobahns.
