According to him.... but according to the clamping firm, "clamping staff had
photographs to prove that half the car was on the public pavement". Even if
half a rear wheel was sticking out, that's more than just a bumper.

It does sound like "one in the eye" for over-zealous clamping firms at first
glance. But it seems half the car was overhanging the pavement. He also set
fire to the car while cutting it, which could well have put people in
danger, and prompted the clampers to call the Police and Fire Brigade. If he
had cut through a fuel pipe with an angle-grinder (which the pictures seem
to suggest) in a public place, blown up the car and launched an old lady 100
yards down the road, the story would be "why didn't clampers/Police/Fire
Brigade act to stop this happening at the beginning?". They can't win.

Calling the Police when faced with a pissed-off man cutting fuel pipes with
an angle-grinder seems pretty sensible really. For his own safety as well.
