Well of course it's technically possible that in the near future some EU
admin jobs will be held by nominees from the former eastern block states -
especially those positions where different people are cycled through the job
on 6 month tours. These people would initially have admin responsibility but
no financial authoritgy (until full membership had been granted), so for
some periods the head of department might not be able to authorise any
payments. So the excuse would be "The Czeck's in the Post"...

I'm sure I left a coat around here somewhere...
