Not at first. They'll lie and tell you it *must* be written by a police
officer (by law/court rules etc.) or, as I was told once when I asked
which law, "it has to be written in a special way." They don't like it
because it prevents them writing what they want you to say but if they
don't allow it, they don't get anything at all.
