It might not make sense (but nor do the proposals) but a law could be
passed prohibiting UK citizens from driving in excess of a certain speed
anywhere in the world. In fact, laws could be passed controlling
everything a UK citizen does anywhere.

So? HMG could set a speed limit on every road in the world a prosecute
UK citizens for exceeding that limit when (or if) they returned to the
UK. We're not talking about UK citizens committing crimes abroad, these
proposals allow the prosecution of people abiding by the law of the
country they're in but doing things HMG think should be illegal.
