Councillor guilty of killing gull A Devon district councillor who shot a
seagull to stop it spreading disease has been found guilty of intentionally
killing a wild bird.

Dr Brian Boughton, 62, of South Ford Road, Dartmouth, used an air rifle to
shoot the seagull that had nested in his roof.

He denied the 1981 Wildlife and Countryside Act section 1(1)A offence.

He was conditionally discharged for a year and ordered to pay £400 costs by
Totnes Magistrates on Wednesday.

Ex-mayor's computer images arrest A former leader of Swansea Council has
been arrested after indecent images were allegedly found on his
council-issue laptop computer.

Lawrence Bailey, 51, has "emphatically denied" the claims and was given
police bail following his arrest on Friday.

The councillor said he had given police his complete co-operation.

A former Lord Mayor of Swansea, he stood down as Labour leader in 2004 after
the party lost power in the city for the first time in 25 years.

In identical statements given to the Swansea-based Evening Post and the
Western Mail Mr Bailey said: "My family and I are shattered by these events
and we are anxious for the matter to be resolved quickly.

"I have emphatically denied these allegations and following my brief arrest
on Friday evening, I was released without charge the same night.

"I have given the police my complete co-operation in their investigations
and am in no doubt that this matter will be fully resolved."

Mr Bailey is a Labour county councillor for the Birchgrove ward in the city.

A spokesman for South Wales Police said: "We have arrested a 51-year-old man
in relation to possession of indecent images.

"He has been bailed pending further inquiries."

LABOUR party canvasser David Harding, 48, of Hornchurch, Es. was convicted
of assaulting Robert Benham, 25, parliamentary assistant to Romford MP
Andrew Rosindell.

Havering Magistrates heard the assault took place outside Romford Railway
Station on 4 May, 2005.

On Tuesday campaign manager Harding, a married father-of-two, was ordered to
serve 100 hours community service.

He was also convicted of using threatening or abusive words or behaviour
after the incident.

Harding had been part of two competing groups of Tory and Labour canvassers
who had gathered outside the railway station.

Labour worker 'groomed teenager'

A former Labour Party organiser abducted and took to bed a 13-year-old boy
he had groomed on the internet, a court has heard.

Peter Tuffley, 28, was working in the North West when he met the youngster.
Mr Tuffley and the boy swapped emails before kissing and cuddling at the
regional organiser's Liverpool home, Bolton Crown Court heard. Mr Tuffley,
now living in East Sus., denies grooming, child abduction and .ual
activity with a child. The youngster's parents had called police after he
failed to return home. Mr Tuffley was arrested the next day - telling
officers he thought the boy was over 16.

Internet chatroom

Mr Tuffley, who now lives at Pipersfield, Ridgewood, East Sus., has since
resigned from his position with the Labour Party. When police checked Mr
Tuffley's computer they found an exchange of messages between the two, which
the prosecution alleged showed Mr Tuffley must have known he was underage
The boy, referred to in court as Boy A, first contacted Mr Tuffley through
an internet chatroom and dating website. The youngster, then aged 13,
claimed to be 18 on the website, was gay and from the North West. But he
told police later he had admitted to Mr Tuffley he was still at school - but
had said he was aged 15, not 13. Mobile phone text messages and emails
between the two were shown to the jury. "You can see from the content they
demonstrated a childish infatuation from boy A for the defendant and the
defendant was interested about meeting him," Geoff Whelan, prosecuting,
said.

'Willing participant' After more messages were exchanged the boy, who is
from Bolton, asked to meet up and Mr Tuffley agreed. One message from Mr
Tuffley read: "I will get your drink in, you little alky. I hope we can
managemore than a minute when we do it." On 12 March, Mr Tuffley is alleged
to have picked the boy up from school, before driving him driving back to
his flat. They watched videos then got into bed together, the court heard.
The boy said they kissed. Tuffley told officers the boy's internet profile
claimed he was 18 and he assumed the youngster was in the sixth form at
school. Mr Whelan added: "The key issue is age. There is no doubt boy A was
a willing participant in whatever activity took place. "The problem for the
defendant is boy A was a 13-year-old boy. A child in the eye's of the law.
There is ample evidence the defendant knew his age."

A shamed Tees councillor was today facing possible jail after he

Granny-Beater Labour Councillor Nov 2006-11-14

Doug Haw got pissed and punched his 83 year-old widowed neighbour in the
face leaving her bleeding. The respect agenda has clearly not reached
everyone in the Labour party, he has resigned as a councillor and quit his
job as Labour MP Mark Todd's agent. He was sentenced to nine-months jail
time.

Haw is also currently awaiting magistrates' court trials over two separate
charges of assault and criminal damage.

Ex-council leader's election ban

The former leader of Hull City Council, Colin Inglis, has been barred from
standing for his own party at next year's local elections. National
officials meeting in Hull on Sunday decided to extend his suspension by five
months until 31 May 2007.

That means the Myton ward councillor will be unable to stand for Labour at
the local council elections on 3 May. Mr Inglis had breached party rules,
including supporting a no-confidence vote in the ruling Labour group. That
paved the way for the Liberal Democrats to take control of the council last
May. Mr Inglis told BBC Look North that he wanted to continue serving as a
councillor and was considering his options, including whether to stand as an
independent. He was originally suspended by Labour 18 months ago when he was
arrested and charged over child abuse allegations dating back to the 1980s,
when he was employed as a social worker at a residential home in east Hull.
He was cleared of 10 charges of indecent assault in July after a two-week
trial at Leeds Crown Court.

Election candidate is suspended

The Labour party has suspended a candidate standing in the Mansfield
District Council elections over allegations of breaching election law.
Victor Jennings was the Labour party candidate in the Birklands ward.

The party told the BBC it was no longer endorsing his candidacy and he had
been instructed to make a full and frank statement to police.

Nottinghamshire Police said an election fraud allegation was reported over
the weekend and was being investigated.

The Labour party said Mr Jennings had been suspended from the party with
immediate effect following allegations of a "serious breach of election
law". In a statement, issued through his solicitor Paul Bacon, Mr Jennings
said he accepted his nomination form was invalid and was currently waiting
to be interviewed by the police. He added: "I accept my responsibility. I
wish for voters in the Birklands ward to know this in advance of the
election so that they do not waste their vote in trying to elect me on
Thursday. "I thank the people who have supported me so far and very much
regret my actions."

Judge jails 'spying' councillor

A Hampshire councillor who set up a spy camera to secretly film a woman and
two teenage girls using his bathroom has been jailed for four months. Neil
Redrup, a Ministry of Defence database manager at the time, put the camera
in an airing cupboard with the lens spying through a hole at his home.
Redrup, 45, regularly invited teenagers to parties at his home, a court
heard. He pleaded guilty to four charges of voyeurism and one for gross
indecency between January and December 2005.

On Monday, Carl Anderson, prosecuting, told Southampton Crown Court there
was a "never-ending free supply of alcohol" available at the parties at
Redrup's Gosport home. He set up the camera angled towards the toilet and
secretly filmed two girls, aged 14 and 16, using the lavatory. Judge Tom
Longbotham, who jailed Redrup, a former Labour councillor, for four months
on each count to run concurrently, told him he would be on licence when
released. Judge Longbotham said: "Sadly the offences that you have committed
are such that they represent a very serious breach of trust apart from
anything else. "For example the complainant in count one, who was only aged
14, looked on you effectively as her dad, she felt she had a special
relationship with you. "You met her mother and her family, became friendly
with them and they, no doubt, felt that she was safe coming round to your
house."

Suicide attempt

The court heard that after the offences came to light the victims were
"shocked and disgusted about it". Redrup also videoed a 30-year-old woman,
whom he had met in an internet chat room, as she was naked in his shower on
two occasions when she visited his home. His lodger alerted police after
Redrup gave him a video featuring the secret footage, which Mr Anderson said
was filmed for Redrup's "titillation". The court heard Redrup started
drinking heavily and suffered a mental breakdown, attempting suicide,
following the break-up of his long-term relationship.

Ex-councillor jailed for stabbing

A former deputy leader of Sefton Council has been jailed for 14 years for
repeatedly stabbing a love rival. Edward McEvilly, 44, a former Labour
councillor, was convicted of attempting to murder Alan Harrison in February
at Liverpool Crown Court.

McEvilly was a lodger at his ex-partner Elaine Smith's house on Railton Road
in Norris Green at the time of the attack. The court heard he stabbed Miss
Smith's new partner, Mr Harrison, 44, while he was unwell in bed at the
house. Judge Mark Brown said he had attacked Mr Harrison "in a vicious and
horrific way." 'Frenzied attack' The court was told that had it not been for
the fast action of Miss Smith, he could have died. The jury heard that
McEvilly had carried out the attack after he had returned home after a night
drinking at about 2300 GMT on 8 February. He walked into Mr Harrison's
bedroom armed with a knife, stabbing Mr Harrison 17 times in the face,
chest, stomach and leg as he lay in bed. Miss Smith, who had been having a
bath at the house, ran to the bedroom and jumped on McEvilly's back while
the attack was taking place. "This was a frenzied attack and she must have
put herself at considerable risk. She probably saved his life and is to be
commended," said Judge Brown.

Ex-mayor jailed for benefit fraud A former mayor and his wife have been
jailed for 15 months and eight months respectively for falsely claiming
almost £50,000 in benefits.

John Walker, 57, the former mayor of Sefton, and his wife Catie, 43, were
found guilty of conspiracy to defraud. They were also convicted at Liverpool
Crown Court of exaggerating ill health to obtain disability living
allowance.

Judge Brian Lewis described the deception of the pair as "a disgraceful

breach of trust". He said it had involved persistent and serious abuse of
the benefit system and that the couple had shown no remorse.

The Walkers, of Farmer Place, Bootle, obtained a total of nearly £47,000 in
disability living allowance and income support while John Walker held public
office, the jury was told.

The court heard that the ex-Labour councillor stated on forms submitted
between 1999 and 2004 that he suffered from the muscle condition
fibromyalgia, ME and had severe disabilities which meant he needed
round-the-clock care from his wife.

Taxi driver

He listed "heavy night sweats" and swollen hands, arms and legs as effects
of the illnesses and said walking long distances caused extreme pain and
discomfort.

At the same time she was working as a taxi driver and the former mayor was
claiming expenses in his council role.

The pair were caught out when fraud inspectors filmed Walker as mayor
attending lengthy civic functions and making political speeches.

John Walker, 57, was jailed for 15 months and his 48-year-old wife was
sentenced to eight months in prison.

Judge Lewis said: "It is apparent that as the two of you postured in your
civic finery being chauffeured around in your publicly funded limousine
then, and for some years before, you systematically cheated the community
which had honoured you.

"It is a disgraceful breach of trust."

Man arrested in indecency probe The BBC understands a former chairman of the
Humberside Police Authority has been arrested on suspicion of gross
indecency and other offences.

Hull City Councillor Steven Bayes was detained in Northern Ireland on Monday
but has since been released on bail.

The police in Belfast would only confirm that a 45-year-old man had been
arrested.

Mr Bayes is hoping to become Labour's candidate for Hull East at the next
election when John Prescott steps down.

Mr Bayes is a Labour member of Hull City Council representing the Orchard
Park and Greenwood ward.

Although police in Northern Ireland would not confirm his arrest, a force
spokesman said a 45-year old man who the BBC understands from other sources
is Steven Bayes, was arrested by officers in Belfast at about 0900 GMT on
Monday on suspicion of gross indecency and other offences.

Officers said the man had since been released on police bail pending further
inquiries.

Mayor's advisor resigns over lie An adviser to mayor Ken Livingstone has
resigned after lying about taking a free luxury weekend in Africa.

Rosemary Emodi, deputy to the mayor's chief race adviser Lee Jasper, last
week denied visiting a £200-a-night resort in Nigeria last November.

But when the BBC confronted her on Tuesday with evidence she flew there with
airline Virgin Nigeria, Ms Emodi immediately tendered her resignation.

The mayor's office said a formal statement made by Ms Emodi was untrue.

Virgin Nigeria confirmed Ms Emodi flew from London to Lagos on 30 November,
stayed for three nights and returned on 3 December.

Educational retreat

She stayed at the La Campagne Tropicana resort in a £200-a-night chalet paid
for by her hosts.

With her was Eroll Walters, the director of community group Brixton Base
Limited, head of the Black Londoners Forum and a friend of the mayor's
advisor Lee Jasper.

Nigerian websites reported that London representatives were there to
finalise a link with Kamp Afrika which runs educational retreats for young
people.

But the mayor's office said it had given no approval or backing for any
official link-up with Kamp Afrika.

As a senior employee Ms Emodi would be required to clear any official
business in advance, or with private trips declare on the register of
interest that she had received free flights and accommodation.

Honest answers

Ms Emodi was formally questioned about the trip by the Greater London
Authority (GLA) when the BBC made enquiries last week.

In a statement released on 15 January the GLA said: "Rosemary Emodi has
never visited La Campagne Tropicana and neither has any other representative
of the GLA".

But when the BBC presented the latest evidence of her trip, the mayor's
office said her statement was untrue and she had resigned.

A spokesperson said: "It has now become clear that the formal statement made
by Rosemary Emodi was untrue. She has resigned with immediate effect."

The GLA said there was "no suggestion GLA funds were used for the trip" but
all staff were required to honestly answer questions put to them.

Would-be MP admits hopes dashed A councillor who wanted to succeed John
Prescott as MP for Hull East has admitted his hopes have been shattered
after his arrest for gross indecency.

Police in Belfast bailed Steven Bayes, 45, and sent a file to the
prosecutor.

The former chair of Humberside Police Authority has also been suspended by
his local Labour party.

Speaking of his career, he told BBC Radio Humberside: "It is not going to be
easy to revive it unless something miraculous happens, which is unlikely."

Mr Bayes was considered a leading candidate to replace the former deputy
prime minister, who will not be seeking re-election at the next general
election.

The councillor was arrested and bailed by police in Northern Ireland in
December and was given unconditional police when he reported back on
Thursday.

He is a Labour member of Hull City Council, representing the Orchard Park
and Greenwood ward.

As part of the investigation, Humberside Police searched the Labour Party
offices and lounge at Hull's Guildhall, on behalf of the Police Service of
Northern Ireland.

A Labour MP has been arrested and charged with criminal damage.

Rob Marris, MP for Wolverhampton South West, is accused of causing damage to
a white van at a bus stop in Wolverhampton.

Marris denies charge

The MP, a former solicitor, denies climbing over the bonnet of a parked van
to board a bus in Jeffcock Road, Penn Fields, last month.

Mr Marris, 53, said: "I have no comment to make.

"This is a personal matter which has no bearing on my parliamentary duties
and the law must quite properly take its course.

"I intend to plead not guilty to this charge."

A West Midlands Police spokeswoman told the Express and Star newspaper: "A
53-year-old man from Wolverhampton has been arrested on suspicion of causing
criminal damage following an alleged incident at a bus stop in Jeffcock
Road.

"He has now been charged with the offence."

Mr Marris was arrested and charged after attending Bilston Street police
station at the request of police.

He is expected to appear before magistrates later this month.

Councillor in child . charge

A Labour councillor from Liverpool has been charged with downloading
indecent images of children.

Ben Williams, 34, of Norris Green, was arrested by officers from Sefton
Family Crime Unit last December.

He answered bail on Friday afternoon and after being questioned he was
charged with 12 counts of making indecent images of children.

Mr Williams was released on bail and is due to appear before South Sefton
magistrates on 8 May.

He agreed to suspend himself from the Labour party during the police
investigation last year.

Three jailed over rigged election

A former city mayor has been jailed for nine months after being convicted of
vote-rigging.

Labour's Mohammed Choudhary, 49, former mayor of Peterborough,
Cambridgeshire, was jailed at King's Lynn Crown Court.

Party candidate Maqbool Hussein, 52, was jailed for three months and Tariq
Mahmood, 40, received a 15-month term.

All three from Peterborough, were convicted of forgery over a scheme to
fabricate votes for the Peterborough city council election in June 2004.

The four-month case cost the taxpayer £850,000 and all three defendants were
granted legal aid.

The judge ordered Choudhary to pay £20,000 towards his costs and Mahmood to
pay £15,000. He did not make an order relating to Hussein.

Voter complaints

"They were able to get hold of postal and proxy votes which belonged to
voters in the central ward," prosecuting QC Anthony Leonard said.

"They arranged for postal and ballot papers to be sent not to the voter but
to addresses with which each defendant was connected."

Detectives began an inquiry after voters complained, jurors were told.

Choudhary and Hussein were Labour candidates in the election - and neither
won seats despite the scam.

Mahmood was a local Labour party secretary.

Det Insp Ian Tandy said he was satisfied with the length of sentences.

"This hopefully will act as a deterrent and send out a message that election
fraud will be investigated and prosecuted," he said.
