Yes but is that true, or at least a useful rule of thumb? I often hear
it said that one should not attribute to malice what can be explained by
error, but I have no idea on what evidence this assertion is supposed to
be based. In my experience malice is at least as common, and in some
contexts it is a much more likely explanation.
