I don't think it is free. I agree with the councils
interpretation, which is:
" A complimentary glass of wine or other alcoholic drink which is
conditional upon the purchase of a hair or beauty treatment
cannot be regarded as free, as the provision of the alcohol is
dependent on the recipient paying for the hair or beauty
treatment."

Storm in a teacup IMO.
AIUI, after listening to an interview with the hairdresser, and
another with Horsham District Council on local radio, the
hairdresser was not threatened with prosecution.
The hairdresser agreed to stop providing wine, but was in the
process of applying for a drinks licence for new premises, where
wine would be included in the service.
