How do you know it was dangerously aggressive, and not just loud
and energetic? If someone shouts at you in the street are you
entitled to beat them up because it might have turned nasty? By all
means report the dog to the police, because the owners are clearly
guilty of not exercising proper control, but an attack as described
amounts to animal cruelty.
