Of course it's not a non-issue. It is bad enough to do these things even
*with* the child's consent, but it is much worse to force him to do it
against his will. The adult should be punished in both cases, but he
should be punished more severely if he used force or threats. So consent
*is* an issue.

If it shows .ual relations with children, wouldn't it be illegal to
watch it? And if it doesn't, then how can it prove anything?
