This is official Pirate Party policy regarding copyright, it is de
facto the case already and we seek to regularise this by making it
also de jure, not least so that the law is not brought into contempt
due to being ridiculed and flouted by a large section of society.

In addition, present attempts to enforce copyright law involve scape-
goating individuals, and excessive penalties, as well as providing
justification for monitoring communications between private
individuals not otherwise suspected of any wrongdoing. We see no way
in which copyright law as it stands today can be enforced without
interfering with or monitoring private communications, which would
breach fundamental rights under the ECHR, and therefore we say that it
is not the people who are wrong, but copyright monopoly that is wrong.

For similar reasons, cutting off citizens, or throttling their
bandwidth, from internet access without judicial involvement and
evidence of criminal wrongdoing is equally wrong, and we oppose. If
elected, we will exempt private copying for non-commercial use from
copyright law, and there will no longer be any justification for such
monitoring or enforcement.
