I've heard of several cases where they have done that.

I also personally know of one case where they cancelled the GC at
PoE but paroled the guy in for 2 weeks as a B-1. This was several
years ago - procedures have been tightened up a lot since then.

In principle they do. That's why I-94s are collected when people
leave. It is believed this was done very inefficiently in the past,
with most I-94s being ignored. I've heard that this has tightened
up dramatically in the last couple of years and airlines are now
required to submit electronic passenger lists with all relevant
I-94 information. If he left within the last couple of years they
are fairly likely to have a record of it.
