If you already have an H-1B stamp that recently expired (within the last
12 months), yes. You can send your passport to Dept. of State in St. Louis
for revalidation.
Otherwise, no.

I believe that usually, the USA expects you to go to the consulate in your
last country of residence. If you cannot get to that country, contact
other consulates and see if they are willing to accept your case. Of
course, your safest strategy is probably not to plan on leaving the USA
because you might get stuck somewhere.
