passport expires end of May. I am on a H1B visa which is valid until
sometime in 2006. However, the visa in the passport has never been
renewed (still has old date of 2003). I am aware this is not an issue
since my I-94 is valid. However, since I am about to send my passport to
Washington along with the C1 form and unbelieveable payment for about
$150, I need to know how to get my new visa entered back into my new
passport. I called Washington, but they say the computer is down until
at least tomorrow.

A passport is
defined under US immigration law as a document, or a collection of
documents. You can carry multiple passports. It's not uncommon for
someone to have their valid visa in an old expired passport, and also
carry a valid passport. A passport is defined under US immigration law
as a document, or a collection of documents.
