You're right in substance but I want
to clarify something: you can come over and get married on the visa
waiver, and have pre-conceived intent of doing so - there is absolutely
nothing wrong with that.

It's the preconceived intent of STAYING that
is the issue. So if you want to get married and go home again, that's
fine, but if you want to get married and stay, that's not fine.
