I don't actually know current processing times, but you can look it up
in many different places, mostly lawyer's Web sites. And, yes, premium
processing is available.

That is contract and labor law. I can't really comment on it. However, a
contract that would penalize you for quitting would probably violate
H-1B laws. It is legal for them to ask you to reimburse their expenses,
such as lawyer and government fees, or liquidated damages. But nothing
punitive.
