A friend came to country as teenager (15) in 1996 have been in US
continuously since 1998. Was originally j1 exchange student, and then
changed to f1 university student. Is the 2 year resident requirement
still valid or was that automatically waived when switched to f1. Have
had conflicting reports regarding this.
