I assume the visa was an Immigrant Visa. You became a Permanent Resident when
you entered using the visa. That's the date you start counting from.
Oh, and there is no real reason to cut it all that close. You actually can apply
3 years minus 90 days from the GC start date, which is *not* the same as 2 years
+ 9 months. Keep a couple weeks slack, and there won't be any issues.

Of course you can. You are a PR until the oath, you can do what every PR can do.
Just be aware that they tend to send the notices for fingerprinting and
interview on a pretty short notice, so when on vacation, it is best to have
somebody at home who can open the mail, and be prepared to return on a short notice.
