It has nothing to do with being taxed or not taxed. If he is employed,
he is employed.

No, it is NOT best to lie to them.
When they find out about lies on such minor things (he was using his own
SSN, correct?), it makes them interested in what other false information
might have been given. Additionally, giving false information is
grounds to have everything revoked later.
