Yes. You are suppose to file for the permit before you leave. It also
says the permit can be sent to a foreign address. So, my best guess is:
"maybe".
My suggestion would be to call a U.S. embassy and ask them.
The one hope is that it states you "may" be denied re-entry. It does
not say you WILL.
