A priority date refers to their place in line to get an employment
based green card. The approved I-140 actually is directed to the
employer. There is a list produced by the US Department of State called
the Visa Bulletin. Published monthly, they show the date that workers
can apply for I-485 (and the work permit and travel authorization while
they wait for approval) if they are living in the US with a valid visa.
If out of the US, it is the date which allows them to be able to apply
for a green card at the Embassy or Consulate in their country. Because
there are many kinds of employment classifications, there are many
dates listed.

At this time, it looks like any employment based worker classification
with priority date of 4/2001 could apply now if there are visas
availble (a green card is a visa)
