I am hoping for some help with my girlfriend's case. She is a green
card holder who emmigrated in March 2004 when her now ex-husband won
the DV lottery. Her 10 year old daughter remained in Iran.

Can she apply for "follow to join" benefits for her now 14-year-old
daughter? We tried to obtain a student visa before learning of
following to join, and were denied.
