Don't know where you got the 12 year wait.
Your sister can sponsor you. It is a multi-step process. She must be 21
years old or older and be able to prove that she can support you at
125% over the national poverty line.
You can visit on the visa waiver regardless. You can become a student
and get a J1 visa too.
