It's one of the many things which will be considered when deciding
whether or not to admit you. In the past you've explicitly declared a
wish to reside in the USA, so that increases the risk that you'll stay
illegally if they let you in. As long as your travel patterns to the USA
are reasonable and you've never overstayed an admission, it's unlikely
to prevent your being admitted.
