Spouse of a greencard holder. So have to wait for visa number.
But the supervisor of the INS call center (spoke to them last week) said
I could submit it *now* and get all the other pieces rolling -
background checks, biometrics, etc.
I've always heard - if the visa # is not available, your $$ is
gone.
